Joy Dowdle is a partner in the Litigation Department of Paul Hastings and is Vice-Chair of the Firm’s Life Sciences and Healthcare Practice. She represents corporations, audit and special committees, and individual officers and directors in internal investigations, as well as investigations by the Department of Justice (DOJ), Securities and Exchange Commission (SEC), and other regulatory agencies.
Joy has particular experience with international anti-bribery and anti-corruption (ABAC) law, and healthcare regulation. She has been involved in advising companies across the industry, of all sizes in the design, enhancement, and implementation of their compliance programs (including policies and procedures, and internal controls); designing and providing comprehensive compliance training to management, employees, and third parties; advising on and conducting transactional due diligence and integration; and conducting investigations and corporate monitorships in Europe, Asia, Africa and the Americas.
Jennifer is Senior Vice President and Global Chief Compliance Officer at Otsuka Pharmaceuticals, responsible for implementing and evolving a comprehensive compliance program, including privacy and information security, for more than 60 affiliate companies in more than 25 countries. She joined Otsuka in January 2011 as Senior Compliance Counsel, became the US Chief Compliance Officer in 2015, and took on the challenge to stand up a global program in 2020.
Prior to joining Otsuka, Jennifer spent 7 ½ years as a litigation attorney in the White Collar Group at the Washington, D.C. office of Shook, Hardy & Bacon, focused on the representation of pharmaceutical and medical device manufacturers in government investigations. Jennifer also served on active duty in the US Army for more than 13 years, which included among other things, serving as a paratrooper and trying more than 70 felony cases. After 27 years of combined active and reserve service, Jennifer retired from the Army Reserve in 2017. Jennifer is active in the broader compliance community, serving as a frequent panelist on compliance topics, and as Co-chair of the Pharmaceutical Compliance Forum from 2016-2020.
Her innovative approach to compliance has been featured in Forbes magazine and Pharmaceutical Executive magazine. She is also the executive sponsor of Otsuka’s Network of Otsuka Women, a board member of Otsuka Precision Health, and was recognized with the Luminary Award from the Healthcare Businesswomen’s Association.
Sarah Whipple is the Global Chief Compliance Officer at Apellis Pharmaceuticals in Waltham, MA. Previously, Sarah was the VP, Legal and Chief Compliance Officer at Akebia Therapeutics. She also was the Chief Compliance Officer at Aegerion. She also worked as a commercial attorney at Biogen and began her legal career as an associate at Mintz Levin in Boston.
Kelley Medeiros has over 11 years in US and Global compliance roles managing compliance programs within medical device and pharmaceuticals. She holds a Master of Public Policy. As a compliance officer, she enables the business through collaborative partnership to drive successful product launches, business strategy, and understanding of compliance principles. She has sat on various leadership teams at the US and Global levels. She has experience in creating monitoring programs and protocols, investigations, leading corporate compliance committees, preparing Board of Directors compliance presentations, speaker program management and further evolving company compliance framework. Kelley drives innovation in compliance training, resources, and culture initiatives, giving cross-functional partners a voice to further integrate compliance in the business.
